Week 1
An overview of broadcasters in the UK and the nature of ‘public vs private’ ownership
BBC vs ITV, Global radio etc
How they are funded – licence fee vs advertising and sponsorship
Structure within these organisations
BBC – TV/Radio/Online and within TV/Radio split into Network/Nations/Regions and Local
Commercial radio split into groups, eg Global/Orion.
Mergers & Acquisitions – Global itself a creation from Capital/GWR merger into GCAP and then merged with Chrysalis
Orion, made up of the former BRMB, Wyvern, Beacon, Mercia stations
Performance Pressures
BBC – public funded – need to be diverse, not ‘chase listeners/viewers’
Commercial – different onus to be ‘popular’ to win audience and generate advertising

Week 2

What You Can/Can’t Say

My experience of causing a ‘phone-in’ reaction on BBC WM Breakfast Show
Do We really have ‘freedom of speech?’
Every broadcaster has ‘limits’ which are demanded by taste/decency/race/ethnicity/etc
Who regulates these?
2 Examples
Look at Sections of the Ofcom Code taking notes on each section including Race/Religeon/Protection of Under 18s/Crime/Fairness/Elections

Week 3

As well as governing bodies like Ofcom that regulate ALL Broadcasters, some will issue their own guidelines
Handout on BBC’s Producer Guidelines – 255 pages long!
Specific reference pages 3-4
Understand the areas of reporting jourmalists must be sensitive too.. eg Court reporting/Libel/Privacy etc
What is ‘contempt’ ? How do you not ‘defame’ and what other reporting restrictions are there?

Week 4

Understanding pieces of legislation that place limitations on broadcasters
Some examples;
Broadcasting At 1990
Obscene Publications act 1959
Race Relations At 1976
Official Secrets Act 1989
How can broadcasters still file reports/information without falling foul of guidelines?
BBC’s Brian Hanrahan files from Falklands’ War in1982 “counted them all out..”
